Responsibilities:
Curriculum Development / Enterprise Mission Essential Task List (EMETL) Specialist is the primary consultant and subject matter expert in the Instructional Systems Design (ISD) process for Protective Force Operations at NNSS. This position analyzes specified safeguards and security jobs, tasks, functions, security posts, processes, and equipment and designs training programs based on these analyses.This position must be capable of managing all phases of the instructional system design process to include ADDIE and other relevant instruction models. This position also maintains lesson plans and lesson plan materials to DOE, NNSA, and locally implemented standards.

Key Responsibilities
  • Execute DOE Safeguards and Security compliant job, job task, function, post, and training analyses for Protective Force and administrative personnel.
  • Design curriculum that guarantees the competencies required to perform the job duties outlined by DOE and NNSA NFO.
  • Serve as the primary coordinator for the NNSS Enterprise Mission Essential Task List reporting program.
  • Review and maintain lesson plans for compliance with program design as well as a Federal Training Approval Program (TAP). Incorporate requirements of DOE/NNSS orders and procedures, Integrated Safety and Security Management processes, and Protective Force industry standards and Best Practices.
  • Provide project management from the needs analysis to system implementation for newly acquired systems, equipment, and procedures necessary to accommodate changing threats and vulnerabilities and stricter security requirements.
  • Develop evaluation tools to provide the critical feedback needed to assess and improve the delivery of performance and knowledge-based training.
  • Perform other duties assigned by Management.
Qualifications:
  • Bachelor’s degree in education, training, instructional design, or adult education or related field or equivalent training and experience. At least 2 years of professional-level experience.
  • Knowledge of instructional design methodology (Systematic Approach to Training or similar), including analysis, design, development, implementation, and evaluation processes.
  • Knowledge of adult learning principles and facilitation methods.
  • Knowledge of learning management systems.
  • Knowledge of federal regulations, DOE Orders, and other guidance documents for training and
    instruction, specifically those impacting nuclear activities and facilities.
  • Experience conducting classroom or small group instruction effectively for adult audiences.
  • Experience using word processing, email, spreadsheet, and presentation software.
  • Effective oral and writing skills.
  • Effective communication and interpersonal skills.
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule will be 4/10s Monday through Thursday. This is also subject to flexing to meet specific needs.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $62,358.40 - $93,537.60.
